NOTE: Please plan to attend the Tuesday, May 19th 5/19/09 City Council Meeting. According to a city staff member a memo from city staff with follow-up recommendations from the GHG inventory will be presented to city council and city council will vote on whether to move forward with city staff’s recommendations. The final agenda and memo will be available on the Wednesday (5/13) prior to the meeting in the long-form agenda packet on the city’s web site.

1. EVENTS RECAP
Thank you very much to our NCEC volunteers who attended the elementary school fairs, handed out idling information, & collected NREP enrollments on Earth Day at Pizza Fusion and on Arbor Dayat the Naperville tree sale/public works building. NCEC has amazing volunteers and we are very lucky to have you!
2. NCEC PRESENTATION
Resident Education Presentation, ”Are You Effectively Green?” Stephanie presented to the group and then everyone brainstormed which civic groups should be approached to ask to present at one of their next regular meetings (AAUW, LOWV, Unitarian Church, IPPC, NCC Green Committee, IBC, Homeowners Confederation, Jaycees, Gardner’s Club, etc.).

1. DOE GRANT
The bulk of our meeting time on Monday was spent reviewing the initial data released from the GHG Emissions Inventoryand brainstorming NCEC’s recommendation to the City of Naperville for how they should spend the $1.39 million the Dept. of Energy has allocated for energy efficiency programs. NCEC will submit the recommendations to the city as an organized proposal. Program Details are available here: http://www.eecbg.energy.gov/ . Also, don’t forget there are some sample programs which Sarah Ralph researched and included in NCEC Emissions Inventory presentation available on our web site http://ncec.us/our-focus/greenhouse-gas-emissions-inventory/.
- Energy Audits - Free or Low cost based on age of house and income of residents and insure improvements are made by for example reimbursing audit after a certain dollar amount of improvements are made.
- Rebates - appliances and building materials (incentive to get the old fridges out of the garages)
- LED or CFL exchange program
- Residential Certification Program
- Copy ComEd energy efficiency programs
- Green Home Welcome Wagon
- Peak Energy Rates
- In Boulder, Co - solar installations are funded by bond, and the bond is paid by homeowner through property taxes so the bond stays with the home and not the owner.
- In Germany - large scale solar installations are accomplished via satellite analysis for buildings to determine how well they are positioned. The city could own the panels and lease to the building owners.

5. EARTH DAY
An opportunity has come up for NCEC volunteers to promote the Naperville Renewable Energy Program on Earth Day 4/22 at Pizza Fusion. On April 22nd, any Pizza Fusion patron who enrolls in the NREP will receive a $20 gift certificate to Pizza Fusion, a CFL bulb, and will be entered into a raffle to win a solar powered model wind turbine (desktop size that will be on display). The volunteer windows are 11am-2pm, 4pm-7pm and to select the winner for the raffle prize at 7:30pm. Please email myself or Robin Kot <rrkot@sbcglobal.net> with your availabilty on 4/22.
